The short a अ is always to be pronounced half-open.
Even though the rest of the grammar treats a अ as if it were a short /savarNa of A आ, and A आ is fully open. See openness.
This sUtra is always chanted as a *shortened* fully-open A आ sound, one /mAtrA long, followed by a normal half-open a अ sound one /mAtrA long. It is spelled as a a अ अ only because the alphabet lacks a letter for the first sound. So you'll have to remember to drop your jaw for the first a अ.
