Because of this rule, when an a -ender nounbase is f , it never appears to end in a — if will get /TAp by this rule unless it gets another feminine affix by some other rule.
This sUtra has two parts —
(A) a -enders get /TAp when f , unless some other sUtra says otherwise.

pac + /kta f → **pakva- + /TAp → !**pakvA-

(B) The ajAdayaH get /TAp when f , even though some other sUtra does say otherwise.
