No. This T ट् is padafinal, so napadAntATT... debars STunASTuH.

Come to think of it, the resulting Dh ढ् will still be padafinal, or still before a /jhal. So it will always be replaced with D ड् or T ट् by jhalAJjazonte 8> or kharica or some other rule. Then, why didn't /pANini just say "replace h ह् with D ड्"?
