The jjh in that sUtra teaches by /jJApaka the existence of the maxim "/pANini does what he likes with made-up words like /ac and /aic, and kids don't do this at home".

Why does /pANini say /jhay if according to you /jaz would have sufficed?

The old fox won't ordinarily use /jhay when /jaz suffices. He does that here so that zazchoTi > inherits the /jhay.

Why didn't you translate the "optionally" word in the sUtra? Is the sUtra compulsory?

It is definitely optional. According to /pANini, you may say —

However, for some reason, that is never done in writing. So I somehow got used to mislead first year students into believing that the replacement is compulsory. Sorry.
