Compounds are explained by saying that they come from a phrase made of two nouns. As for instance —
The compound rAjapuruSaH राजपुरुषः "kingman", "policeman" comes from the two-noun phrase rAjJaH puruSaH राज्ञः पुरुषः "King's man".
The compound sarvabhUteSu सर्वभूतेषु "in all beings" comes from the two-noun phrase sarveSu bhUteSu सर्वेषु भूतेषु, exact same meaning.
But not every pair of nouns can make a compound, and even those who can, will often change their meaning when compounded. The rules from 21003 this rule to 22038 kaDArAHkarm... (called "/samAsa rules") explain which pairs of nouns may be compounded, which pairs cannot, and which pairs must.
