A replacement is like the original, but not in a letter-rule.

Why do we say "but not for a letter-rule"? What is a letter-rule?
Letter-rules are rules that depend on particular letters, not affixes. These rules "see" the letters of the replacement, not the letters of the original, ISO sthAnivad स्थानिवद्.
Example. Rules atoguNe and supica are letter-rules, because atoguNe works only before a अ e ए, supica only before bh भ् y य्. After GeryaH replaces /Ge with ya य, these rules "see" a ya य that is a /sup, like the original /Ge, and is /Git, like the original /Ge. But they can see nevertheless that ya य starts with y य्, not with e ए, like the original. And that is why atoguNe does not trigger while supica does.
