Why do we say "near" and not "before"?
It works after j ज् too —

However, this rule does not work after z श्, because of the exception zAt >>>>, so we say prazna- प्रश्नॱ with n न्, not J ञ्.
I never heard anything like your "namazzivAya". My yoga teacher taught me to say "on namahA zivAya", does /pANini allow that?
No, he does not alow that.
But rule vAzari वाशरि says that using a visarjanIya विसर्जनीय instead of z श् is fine there.
Indeed a visarjanIya विसर्जनीय is allowed there, but the word visarjanIya विसर्जनीय when pAnini uses it means a hiss sound. Your "hA" after ziva शिव is never allowed by pANini पाणिनि.
