The /aGga (stem) of an affix is whatever it was added to originally, even if it grows afterward.
Example. Rule azvapatyAd... tells us to add /aN'' after azvapati अश्वपति. It does not say "after pati पति" or "after i इ". So, azvapati अश्वपति is the stem of /aN''.
Why is that relevant?
Example. Rule taddhiteSvac... replaces the first vowel * of the stem * with /vRddhi. So we replace the first of azvapati अश्वपति, not the first of pati पति.
Why do we say "even if something is added to it"?
When we mean "manyresults", rule GyApprAtipad... says we must add /jas after **phala- फलॱ. So phala- फलॱ is the stem of /jas. When jazzasozziH replaces /jas with /zi, phala फल is the stem of /zi. Then when rule napuMsakasy... adds n न् to the end of phala- फलॱ, we get a phalan- फलन् form, which is still the stem of /zi. As phalan- फलन् is a stem ending in n न्, rule sarvanAmasth... can lengthen its nexttolast. There would be no lengthening if phalan- फलन् were not a stem.
Similarly, when forming pac पच् + /laT, pac पच् is the stem of /laT. Then after kartarizap, paca पच is the stem of /laT. Then if we replace /laT with /mip, in paca पच + /mip, paca पच is the stem of /mip. And then, being a stem makes atodIrghoyaJi work.
