/pluta / प्लुत

According to UkAlojjhrasv..., vowels are classified into short, long and extralong by their duration.

The pluta प्लुत vowels are longer than long vowels. They only appear when some sUtra supersizes a short or long vowel. As for instance, according to dUrAddhUteca and other sUtras, when calling devadatta देवदत्त from afar, you may shout:

devadattA3 atra देवदत्ता३ अत्र

making the A sound longer than usual. This A3 आ३ sounds like A , just longer.

Doesn't sUtra akassavarN... say that we should join the A3 आ३ and the a above into A ?

Yes, it does say so. But see plutapragRhy....
