In a sUtra, the expression

/saJjJA + /Gi → /saJjJAyAm "when a tag"

means "when used as a tag".

Most of those sUtras allow the compounding of a phrase only when the resulting compound will be used a tag, but not when the phrase is used in its ordinary sense.
