An /adhikAra sUtra or "heading sUtra" does nothing, but adds some words or meaning to the some sUtras after it.
As for instance sUtra 61084 ekaHpUrvap... does nothing in itself. It just says that the next sUtras must be interpreted in some special way. That happens to apply to the next twenty-seven sUtras, up to 61111 Rta::ut.
Some of the /adhikAra sUtras, such as AkaDArAd..., say explicitly how far their shadow extends. Others don't, like ekaHpUrvap....
