Before cu चु.
This means —
(Lengthen the vowel that is) before the /ac''' that lost a अ.
/ac''' shrinks to c च् when it loses the a अ by acaH. In that case it does not get /num.
By this rule, the vowel before such an c च् lengthens —
/prati + /ac''' + /TA
→ /prati + c च् + /TA by acaH
→ pratI प्रती + c च् + /TA by this rule
→ !**pratIcA प्रतीचा "by the western"
/prati + /ac''' + /Am → !**pratIcAm प्रतीचाम् "of westerners"
dadhi- दधिॱ + c च् + /TA → **dadhIcA दधीचा "by /dadhyac- the seer"
/pra + ac अच् + /TA
→ /pra + c च् + /TA by acaH
→ prA प्रा + c च् + /TA by this rule
→ !**prAcA प्राचा "by the eastern dude"

How does that cu चु word in the sUtra come to mean /ac'''?
It means "the /aJcu that lost a अ". The root /aJcu when ifc always loses its nasal, that's why I call it /ac'''. /pANini seems to call it /aJcu, /ac''', cu चु, /aJcati in different sUtras.
