A "form" is something that has been built by some sUtras but is not finished yet because other sUtras will have to change it further.
Example. When we join kSip क्षिप् and /laT /tip, some grammar rules may change them like this —
kSip क्षिप् + /tip
→ kSipti क्षिप्ति
→ kikSipti किक्षिप्ति
→ cikSipti चिक्षिप्ति
→ cikSipa चिक्षिप
→ **cikSepa चिक्षेप
The kSip क्षिप् is a root, /tip is a /tiG. The final result **cikSepa चिक्षेप is a verb. The intermediate steps such as kikSipti किक्षिप्ति are called intermediate forms, or just forms.
