PC Sanskrit would be the exact /laukika language described by /pANini, as described by /pANini.

There are a few differences between PC Sanskrit and the way Sanskrit is actually spoken in these days of kaliyuga कलियुग. As for instance, nowadays accent is no longer used, echo vowels are added, and the substitutions taught in vAzari and anusvArasy... are no longer optional, they are compulsory.

Modern standard spelling of Sanskrit follows PC, not current usage, and treats the substitutions vAzari and anusvArasy... as if they were forbidden.
