So that you stop at adhirIzvare and not at the vedic rule 3.4.13 Izvaretosunkasunau ईश्वरेतोसुन्कसुनौ.

Aren't we supposed to stop at the first one we find?

If we were supposed to do that, this sUtra would be prAgIzvarAnnipAtAH प्रागीश्वरान्निपाताः, saving half a /mAtrA.
