When the order of words in a sUtra is not important, /pANini invariably sorts them so as to make the sUtra ASHAP. Even if that introduces ambiguity.

That's why in supAMsulukp... we have

supAM su;luk; pUrvasavarNAc; che;yA;DA; DyA;yAj;AlaH सुपां सुॱलुक्पूर्वसवर्णाच्छेॱयाॱडाॱ ड्याॱयाजालः

instead of something like

supAm A;lug;At; su;pUrvasavarNa; ze;yA;DA; DyA;yAj;AlaH सुपामाॱलुगात्सुॱपूर्वसवर्णॱ शेॱयाॱडाॱ ड्याॱयाजालः

which would have been clearer. /pANini can afford doing that because he assumes the teacher will tell the kids that pUrvasavarNAt पूर्वसवर्णात् stands for pUrvasavarNa पूर्वसवर्ण + A आ + At आत्.
