a अ e ए o ओ are called /guNa.
Or in other words —
When a sUtra says /guNa, that may mean a अ e ए o ओ.
The word **guNa- गुणॱ means "(good) quality" in ordinary Sanskrit, but as a grammar term it usually means "a अ e ए o ओ".
Example. When rule atoguNe literally says "delete a अ before /guNa", it means —
"delete a अ before a अ e ए o ओ".
Because of sthAnentarat..., when we replace a vowel with /guNa, if that vowel has a raised tongue it turns into e ए —
i इ I ई e ए → e ए
The ones that close the lips turn into au औ —
u उ U ऊ o ओ → o ओ
And the others into a अ —
R ऋ RR ॠ → a अ by this rule → ar अर् by uraNraparaH
L ऌ → a अ by this rule → al अल् by uraNraparaH
You did not mention a अ A आ ai ऐ au औ. When a rule replaces A आ ai ऐ au औ with /guNa, what do we replace them with?
I think that no rule replaces those with /guNa. If I am wrong, apply sthAnentarat....
Why did you just slip in the weasel word "may" above?
The "guNa गुण" word in sUtra votoguNav... actually means "quality", ISO this sUtra.
