Why do we say bhAve भावे "the state"?

This /yaG can be used to express contempt for the WAY the action is performed —

mantraJ jaJjapyate brAhmaNaH मन्त्रं जंजप्यते ब्राह्मणः "The brahmin recites the veda badly."

...but not to express contempt for the very fact that the action is performed. In that case the contempt must be expressed some other way, such as using the word dhik धिक्

"WTF, a zUdra शूद्र is reciting the /veda!"

That reciting is a bad thing in itself even if zUdro na jaJjapyate शूद्रो न जंजप्यते, the **zUdra- शूद्रॱ recites correctly.

I don't get this idea that the same action can be virtuous or a sin depending on who your parents were.

That's okay. You are not born from Hindu parents, so you are not supposed to get it.
