Why do we say whimpy?
Rule << halica won't lengthen divyati दिव्यति and caturyati चतुर्यति, formed from nouns diva दिव catura चतुर plus a *verbmaking* affix. Verbmaking affixes are /taddhita, so they can make their base whimpy.
But /zyan is a verb affix, not a /taddhita, so its stem is not whimpy, and there can be << halica lengthening in
