The pANinIya पाणिनीय is made of 24 chapters (/pAda). The last three /pAda (numbered 8.2, 8.3 and 8.4) are called the /tripAdI, or "/asiddha section".
The rules in the /tripAdI are special for two reasons.
(1) The results of the operations of the /tripAdI rules do not affect the non-/tripAdI rules (WSEOC).
(2) The /tripAdI works like an assembly line: /tripAdI rules must be applied in numeric order and the changes made by later rules do not trigger again former rules (WSEOC).
Example of (1)
The /tripAdI rule nalopaHprAt... changes rAjan- राजन् + /bhis into rAja- राजॱ + /bhis, but this a अ does not trigger atobhisa::ais because atobhisa::ais is before the /tripAdI.
Example of (2)
When forming namas नमस् + zivAya शिवाय, both rule sasajuSoruH and rule stozzcunAzcuH might apply. If these two rules were outside the /tripAdI, we would have to figure out which one is stronger. But both are /tripAdI rules, so no thinking required: the rule with the lower number works. So we get namas नमस् → namaru नमरु → namaH नमः → namas नमस् → namaz नमश्.
Another example of (2)
rohanti रोहन्ति becomes rohanti रोहंति by nazcApadAnt....
rohanti रोहंति is not affected by aTkupvAGnumvy... because it has no n न्
rohanti रोहंति becomes rohanti रोहन्ति by anusvArasy...
