When there is /mAG, /luG is compulsory.
The word /mAG expresses prohibition — namely, command / advice / suggestion to NOT do the action of the root.
So we say
mA bhaiSIH मा भैषीः "don't be afraid"
mA bhaitsIH मा भैत्सीः "don't cut"
mA bhavAn kArSIt मा भवान्कार्षीत् "don't do it".
as in —
ikSvAko svAgataM vatsa jAnAmi tvAM sudhArmikam|
इक्ष्वाको स्वागतं वत्स जानामि त्वां सुधार्मिकम्।
zaraNan te bhaviSyAmi mA bhaiSIr nRpapuGgava ||
शरणं ते भविष्यामि मा भैषीर्नृपपुंगव ॥
When there is /mAG, the /aT /AT of **abhaitsIs अभैत्सीस्, **akArSIt अकार्षीत्... is erased by namAGyoge.
bhid भिद् + /luG /sip → !**abhaitsIs अभैत्सीस् (or abhidas अभिदस्) a-aorist
If /mAG is always right before the verb, its A आ will merge with the /aT by akassavarN..., so how can you know that there was an /aT there?
/mAG is usually, but not always, right before the verb. See —

mA sma bhaiSIH मा स्म भैषीः "don't be afraid at all"
