The "vi" affixes are elided, except /vin.
In the affixes /kvin, /kvip, /Nvi... all the letters are /it or feop, except the v व्. This sUtra erases that v व् unconditionally.
**spRz- स्पृश् + kvin + /su
→ **spRz- स्पृश् + /su by this rule
→ !**spRk स्पृक् as in **divispRz- दिविस्पृश् "skyscraper"
But not the v व् of /vin — that one has two real letters, "vi वि", that are not erased.
The wording of the original sUtra makes no sense to me.
Literally it says, "erase a vi वि affix if it is an /apRkta", that is, when it has one letter. Most vi वि afixes have one letter because i is a label, but not /vin, that has a real i इ.
