When uttara-pUrvA- उत्तरॱपूर्वाॱ f means "northeastern", it is considered to be a /bahuvrIhi (even though there is no idea od possession involved, by rule zeSobahuvr... every compound is a /bahuvrIhi unless there is a rule that says that it is something else). So if we take the option in this sUtra, uttarapUrvA- उत्तरपूर्वाॱ gets pronoun endings —
uttarapUrvasyai उत्तरपूर्वस्यै "to what lies to the northeast", with syai स्यै by sarvanAmnassy...
but we may also use the normal endings —
uttarapUrvAyai उत्तरपूर्वायै by yADApaH
Why do we say "when the compound is a /bahuvrIhi".
When the compound is a /dvandva, this rule does not apply. And then, rule dvandveca >>> forbids the pronoun endings —
