No. This sUtra only works when < ambArthanady... doesn't.
The original wording if this sUtra says "replace i इ u उ R ऋ L ऌ with guNa". If your translation were 100% accurate, /pANini would certainly have said idutoguNaH इदुतोगुणः, saving some /mAtrA. Why didn't you translate the "replace R ऋ L ऌ" part? /pANini clearly intended it to be used.
Because I usually leave the translation of that part as an exercise. I make my students find examples for those.
