Good question. Rule hrasvasyaguN... only works when its previous rule ambArthanady... doesn't work.
How do we know that?
If it were to work, it would make the undesired forms henade, hevadho — if /pANini had wanted those, the word nadI नदी in rule ambArthanady... would be redundant, and the rule would have been shrunk to ambArthasyaguNaH.
Why can't this rule work before hrasvasyaguN...? If it could work first, then the eG एङ् in the sUtra would be redundant.
You answered your own question. As there is an eG एङ्, and /pANini never does "redundant", it follows that it CANNOT work first.
