You didn't show any examples with /jas zas after a neuter, might you please show some?

There shouldn't be any. After a neuter R ऋ-ender, rule napuMsakasy... should add /num, debarring RtoGi ऋतोङि, and then sarvanAmasth... lengthens R ऋ into RR ॠ, and then we apply /Natvam, getting RRNi ॠणि.

But that's a /pUrvavipratiSedha! There's no reason for 71072 napuMsakasy... to overpower 73110 RtoGi ऋतोङि.
