Vowels that are nasalized in an /upadeza are label-letters.
What's an /upadeza? The word upadezaH उपदेशः means "teaching" in ordinary Sanskrit. In grammar, however, the word /upadeza means "an affix, root, or nounbase". That is, any of the lego pieces that grammarians made up to "build" words.
Example. When we say that azva plus us makes azvas —
**azva- अश्वॱ + /su → **azvas अश्वस्
the **azvas अश्वस् is a real word, but the **azva- अश्वॱ is an /upadeza, and the /su is an /upadeza.
This rule, in old times, was intended to teach how to tell labelletter vowels apart from real vowels. Unfortunately, this rule no longer works, and at this stage of kaliyuga कलियुग we might as well translate it as —
To know if a vowel of an /upadeza is a labelletter or not, ask your teacher.
Example. In the /su that appears at the very start of the list svaujasamauTch..., the u उ vowel is a label-letter.
**guru- गुरुॱ + /su → **gurus गुरुस् (erasing the u उ of su सु, by rule tasyalopaH 7>)
But in the /sup' that appears at the very end of the same list svaujasamauTch..., the u उ is NOT a label-letter, and ends up added to the word —
**vidyut- विद्युत् + /su → **vidyutsu विद्युत्सु (keeping the u उ of sup सुप्)
This is silly. /pANini never says things like "ask someone else". Also, what is that "nasalized" word doing in the sUtra?
