Whitney writes at P226f that this change is "of anomalous phonetic character and difficult of explanation". That's 19th century English for "funny they said dvekSi द्वेक्षि when dveSSi द्वेःषि would be easier, I guess the grammarians just pulled up this sound change rule outta their asses and taught everybody to say dvekSi द्वेक्षि".
