the **tatra तत्र is just a replacement for **tasyAm तस्याम्, so it must get /Ap. But this rule deletes that /Ap because **tatra तत्र is an /avyaya.

Also, as words like **kRtvA कृत्वा and **kartum कर्तुम् have no /tiG at the end, and all words are either /tiGanta or /subanta, they are nounbases, and therefore must get a /sup by GyApprAtipad.... This rule erases that /sup.
