Why do we say "acveH अच्वेः"?
Because abhUtatadbh... allows optional /cvi in the same sense, and if we add the /cvi we cannot add the /kyaG —

Why did you bother to specify "becoming what one previously was not"? If you become a frog, that means you were not a frog earlier.
Good point. That's not necessary in English, but the commentarists have to specify that because all the Sanskrit verbs that mean "become", like **bhavati भवति, can also mean "be".
