No. If /pANini had wanted no /vRddhi, then the suffix would have been ya य — adding a /Jit that causes /vRddhi and a /Git that debars it would be crazy. So this /JyaG does cause /vRddhi, and the /Git must serve some other purpose.

Afaik, this /Git allows the word yaG यङ् to mean "/JyaG and /SyaG".
