Otherwise use flat when showing the doer.
Use flat if no sUtra says you should use bent.

Isn't the kartari कर्तरि ("when showing the doer") redundant here? — we are inheriting it from kartarikarm... anyway.
You are at least 99.99% right there. Candravasu, however, says that two Rongs make a Write — this apparently redundant kartari कर्तरि means "when PROPERLY showing the doer", thusly making the /karmakartari
pacyata:: odanas svayam eva पच्यत ओदनः स्वयमेव
get /Atmanepada. ISO the fact that technically we might say that the /laT in **pacyate पच्यते here is showing the doer and showing the object at the same time.
If you didn't understand a word of all that, I'll rephrase. The theory is that when /pANini appears to be doing something redundant, he's telling us that there is a hidden cat somewhere, and the student that likes puzzles might wish to amuse himself figuring out where. Candravasu got from /kAzikA the idea that this kartari कर्तरि here explains why the /karmakartari gets /yak ISO no rules teaching so.
My personal guess is that /pANini just never thought about the /karmakartari and the kartari कर्तरि here is redundant.
Anyway, we have a proverb here — when the devil gets bored, he kills flies with his tail.
