How come this sUtra starts with cch च्छ्, a double consonant? I thought doubles cannot happen after a pause.

They indeed cannot. /pANini said chvozzUDanunAsikeca छ्वोःशूडनुनासिकेच, and it's still chanted that way.

But this sUtra is often spelled with cchvo च्छ्वो because /pataJjali said that this ch छ् means cch च्छ् — otherwise, the derivation of **prazna- प्रश्नॱ above would not work.

That ch;vos छ्वोस् is a /dvandva. Shouldn't rule coHkuH have made this sUtra into g;vozzU ग्वोःशू ... ?

It should. /pANini ungramatically treats vos वोस् as an affix here to help you remember that it is ch छ्, not k क् or g ग्, that is affected. As the saying goes, sensei wa yasashii.
