What does he हे mean?
It means "hey". And sounds a lot like English "hey!" too. It is optional. So you may address durgA दुर्गा either as —
he girivaravindhyazirodhinivAsini हे गिरिवरविन्ध्यशिरोधिनिवासिनि "hey dwelleress of the peak of the vindhya mountain range!"
or simply as —
girivaravindhyazirodhinivAsini गिरिवरविन्ध्यशिरोधिनिवासिनि "dwelleress of the peak of the vindhya mountain range!"

Yes, hezva हेश्व is correct too. But iirc, some rule that I forgot allows you to skip the usual /sandhi rules after some short words like he हे, u उ and others.
