An /upapada removes the /tiG (of the word it is compounded to).
Example.
By karmaNyaN, we can turn kumbham karoti कुम्भम्करोति "makes a pot" into a compound meaning "potmaker", by adding /aN' to karoti करोति.
By tatropapad..., the word kumbham कुम्भम् will be the /upapada of that compound, so it will go first.
Therefore the /aN' must be added to karoti करोति, which is
**karoti करोति ← kR कृ + /laT /tip
Now, /aN' is a /kRt, so it can be added only to a root like kR कृ, not to kR कृ + /tip. But thanks to this sUtra, the /tip goes away, and we get —
kumbham karoti कुम्भम्करोति "makes a pot"
**kumbha- कुम्भॱ + **karoti करोति
→ **kumbha- कुम्भॱ + kR कृ + /aN' by this rule
→ **kumbha- कुम्भॱ + kAra- कारॱ by acoJNiti ff
→ !**kumbhakAra- कुम्भकारॱ "potmaker"
Such a compound is a /tatpuruSa (by inheritance from tatpuruSaH).
