In case of contradiction, the rule with the higher number wins.

This priniple applies when there are no good reasons for it not to apply. But let's see first some examples of higher number winning.

Rule supica (73102) **vRkSa- वृक्षॱ + /bhyas makes vRkSAbhyas.

Rule bahuvacan... (73103) **vRkSa- वृक्षॱ + /bhyas makes **vRkSebhyas वृक्षेभ्यस्.

The two rules are of equal force, contradict each other blatantly, and neither is an exception to the other. As the higher number wins, the right form is **vRkSebhyas वृक्षेभ्यस्.

Another example. Sometimes, after the higher number applies, the lower number will apply to the result.

Example. When joining iS इष् + /liT /mip, rule 61008 liTidhAtor... says "reduplicate", rule 73086 pugantalagh... says "replace i with e ". As both contradict each other, we do the higher first, and replace with e . After the replacing, the lower rule can still apply, so we reduplicate AFTER the replacing —

iS इष् + /liT /mip
iS इष् + /Nal
eS एष् + /Nal by 73086 pugantalagh...
i + eS एष् + /Nal by 61008 liTidhAtor... and hrasvaH
iy इय् + eS एष् + /Nal by abhyAsasyAs...
→ **iyeSa इयेष iyeSa "I went"

But if we had reduplicated first, anddone pugantalagh... later, we would have gotten the wrong form —

iS इष् + /Nal
i + iS + /Nal by liTidhAtor...
IS ईष् + /Nal by akassavarN... because abhyAsasyAs... does not work when akassavarN... can work
eS एष् + /Nal by pugantalagh... (73086)
→ EW!*eSa, which is utterly undesired.

When a grammarian says /paratvAt "because of being afterwards", that's short for "because of this rule". Namely — "because later rules work before former rules ceteris paribus".
