Why does the sUtra say "not having an /abhyAsa" instead of simply "not being an /abhyasta"?
Because it's not the same thing. The seven special << jakSityAday... roots are /abhyasta, but technically do not have an /abhyAsa, so this sUtra DOES reduplicate them —
