A hard liG affix loses all nonfinal s स्.

This deletes two sorts of s स् from the hard liG endings. First, the s स् in /yAsuT and /sIyuT. Secondly, the s स् that suTtithoH adds to four affixes.

The /liG, both hard and soft, gets the augment yAs यास् in the /parasmaipada by yAsuTparasm..., and sIy सीय् in the /Atmanepada by liGassIyuT. So, when the /liG is hard, this rule turns those two into yA या Iy ईय्.

So the s स् can only survive in the soft liG. But even in the soft liG, other rules delete some of the s स् that would otherwise belong in **yAs' यास्ऽ **yAt' यात्ऽ —
