When nandigrahip... adds the soft /ac'' to this root, sUtra yaGocica erases the /yaG, which was part of the root. So now we have to join lolU लोलू + /ac''. Ordinarily, /ac'' would trigger gbS. But this rule debars that, and the U ऊ stays —

→ loluv लोलुव् + ac अच् + /su by aciznudhAt...
