Why didn't pANini make < bahuvacan... and this rule a single sUtra? "osi bahuvacane jhali ओसि बहुवचने झलि" would've worked peachy.

To make AGicApaH > work before /os, but not before bh भ् s स्. The osi ओसि here debars the inheritance of jhali झलि from reaching AGicApaH >, by the John's blanket principle.
