The R of course becomes r र् before that a by ikoyaNa इकोयण.

Roughly reworded: "some of the affixes that would ordinarily cause guNa of R , in these two roots replace R with ra ".

dRz दृश् + /tumun → **draSTum द्रष्टुम्

dRz दृश् + /luG /tip → **adrAkSIt अद्राक्षीत्

dRz दृश् + /tRc!**draSTR- द्रष्टृॱ

How come there is no drag द्रग् in devadRgbhyAm देवदृग्भ्याम्? The /bhyAm is not /kit, and this dRk दृक् is a root according to kvibantAdhAt... , so shouldn't this rule apply?

Because of a sort of commonsense general principle, not mentioned by /pANini

"svarUpa-grahaNe tat-pratyaye kAryam स्वरूपॱग्रहणे तत्प्रत्यये कार्यम्"

in other words —

"rules that mention verb roots work only before verb affixes, not before noun affixes"
