Why do we say not before vi वि /ciN /Nal /Git?

Before vi वि affixes like /kvin, the ordinary rules apply.

So /kvin prevents /guNa like all /kit do —

and /ciN and /Nal cause /vRddhi as usual —

jAgR जागृ + /ciN!**ajAgAri अजागारि, like **akAri अकारि

and /Git affixes like /tas and /thas, which are /Git by sArvadhAtuk..., activate kGitica as usual —
